Public Notice of FEMA funds for Seawall Repair

PUBLIC NOTICE
The Federal Emergency Management Agency (FEMA) hereby provides final notice of its decision to provide Public Assistance Program funding for an action located in a floodplain. Funding would be provided through the Massachusetts Emergency Management Agency to the Town of Scituate to reconstruct a seawall and revetment at Seaside Road northwest of the intersection with Standish Avenue.
The project consists of repairing the seawall, revetment, and roadway over approximately 670 linear feet of Seaside Road. The extent and elevation of the seawall and revetment would remain the same. The project includes a hazard mitigation proposal including the installation of steel reinforcing rods in the seawall and adding a concrete overlay, and reconstruction of the revetment with larger stones and additional bedding stone. At the top of the revetment, road erosion will be repaired to pre-disaster condition.
The project is within a mapped special flood hazard area (100-year floodplain) coastal velocity zone and within state-designated resource areas: coastal bank and coastal beach. Any potential project impacts will be mitigated by compliance with permit conditions issued by state and federal agencies, and any conditions required by the local floodplain administrator.
The coastal structures are functionally dependent on their location in the floodplain as they protect public infrastructure and private property. The project will not result in loss of flood storage or negative impacts to state-designated resource areas. Alternatives considered were the no action and alternative repair methods with and without mitigation.
