Meeting Minutes

 

In attendance:  Keith Jansen, Nancy Durfee, Kevin Cafferty (DPW), Peggy Dinger, Maura Curran (BOS advisor)

Meeting called to order 6:05

 

Agenda approved 4-0

8/23/16 Minutes were reviewed and several changes suggested, to be approved at October 25 meeting.

 

Reviewing Old Business:

  • We first agreed on the future meeting dates of Oct 25, Nov 22, and Dec 13.  

Coastal Erosion Report: Nancy updated that the Coastal Erosion Report is available and being reviewed in hard copy now.

Website:  Keith recommended that we review the website look and suggested that our mission statement should be on first page.  Everyone agreed that we should have links to resources and photos of before and after photos.  Also it was suggested that links to other towns’ coastal information websites and other links that Rebecca Haney of Coastal Zone Management recommends.

There is a new town webmaster.   We need to have Bill and Tim get together with Steve, the new webmaster.  There are some posted minutes that need to be cleaned up.  

North / South River Dredging:  Nancy updated the progress of the easements for the North / South River dredging project. The draft of the easement agreement is currently being reviewed by town counsel.  Nancy will provide draft of easement language to this Commission for review as soon as Town Counsel and BOS release.

Nancy summarized the total project planned for Humarock. The beach lost about 3' from the last storm.  There is an Environmental Bond Bill in the works that may be a resource for funding initiated by Jim Cantwell.

 

Seawall Update:  Kevin Cafferty offered a seawall update. Forms are in place and concrete being poured tomorrow morning.   He cited that this is difficult work due to high tides, which are challenging. Further south, a town-owned section of seawall will be rehabbed. It will not be totally taken down. They are pouring a façade and adding two feet to top.  By the end of the week we should have 100' of new seawall in place. The beach nourishment project is very close to being approved. After Army Corps reviews, it needs to go through a permitting process and go out for funding.  This is eligible for CPC funding.

Beach Nourishment Projects:  FEMA does many beach nourishment projects and usually accelerates the approval.

FEMA Activity:  Nancy will meet with FEMA about drainage on Oceanside Dr. tomorrow in response to a grant application.  

 

Other Coastal-related meetings:  A meeting was held to inform residents at Scituate Beach Association building at 6:30 on September 20 led by Nancy Durfee and David Ball.  It was very well attended and was a positive experience for all who attended.

 

4th Cliff:  Nancy announced that funding was pulled from the 4th Cliff restoration project.

Letter to Coastal Advisory Commission:  Fred Dorr’s letter was discussed. Fred spoke for a few minutes offering his description of WADs and their benefits for our area. He asked that consideration be given in the future for their use.  He suggested a website called Coastal News Today.

 

New business: 

  • We discussed that we need to evaluate the best communication and education needs for our committee.  

Discussed was the recommendation of forming sub-committees and bringing our town residents into these groups.  Suggested sub-committees are:

  • Finance,
